Source of your problem. Those high-end videochips are hot.
If you bought this, you definitely can afford a powerful gaming PC. You get more performance for same price without problems you mentioned.
There are other reasons than money to not want to buy a high-end gaming desktop, you know. Space, for instance. When I was younger I was unable to have a desktop simply because I didn't have anywhere to put one. My gaming happened on a laptop which I'd move around the house to find quiet areas.
Edit: To the OP: I'll echo what other posters here have said, and suggest getting a laptop cooler, or investigating whether your laptop is defective and if so, returning it to the organisation you bought it from. Your components are well above the minimum requirements, so the computer shouldn't be heating up that much, suggesting a hardware fault.
Given you bought this computer a couple of weeks ago, it's possible that TW3 is the first really demanding game you've run on it. If you have other games with highish system requirements, you might want to try running them to see if they cause the same overheating issues.
Also, there's no need to put everything in capitals, we're quite capable of reading lower case letters.
