DanishPsychoBoy: From what I can remember it wasn't released on console, it was a free indie game from some time in the 2000's, from what I can remember.
You should probably add this information into your first post, so you'll get fewer people suggesting old Amiga games and the like. :)

No one has brought this up so far, maybe it's stupid but... what about Metal Slug?
I HAVE FOUND IT!!!!!!!!!

I found it in an article from 2011 on Gamezone, the game was called We Want You, I'll ''link'' the article, and I am just going to say thank you to all of you, from the bottom of my heart, I am very moved by the amount of responses this post have gotten, especially since I expected maybe one or two replies.
I am sorry if the game isn't exactly as how I described it, I am not good with these types of games, I am more familiar with games post-PS1.
But thanks again, I am very glad to see the turn-out of help, and the games given.

Thank you, again.

Sincerely, DanishPsychoBoy aka Jonas P.

Very glad you found it, this quest had really begun to involve me as well! Of those five games, we all know Spelunky (it was even one of the rewards of the recent summer sale here on GOG), and I have already played Ikachan (another one of those "I must finish it one day" games...); I am definitely going to take a look at the others, especially the one you were looking for so hard!
oh so it's a platformer where you literally "drop down" lmao

Yeah, Spelunky was the lucky one out, I might have to try Ikachan out, and I can only say that I really enjoyed WWY.

Yeah, I wanted to say ''vertical scroller'' but that makes people think of bullet hell games, for some reason.

You're welcome. For the record, I believe you need a rep of 7 or more to post links. The limitation was introduced as an anti-spambot measure.

That sounds like the smart thing to do. :-)
Great to hear you found the game :-)

Looking at the list page though, one thing strikes me as funny

The screenshot says "Videogame based on current war", and just recently Mighty No. 9 released where, at least according to a review, the first line spoken is "It is the current year"

Maybe Mighty No. 9 is the big budget treatment of it (No it likely isn't)
