It's definitely a remake and from the looks of it, a shot by shot one.
A lot of the stuff in that trailer are literally frame by frame re-shoots of the original.

This looks great and all -- and the idea of a major studio giving a recognizable IP and a big budget to Roger Corman of all people is highly amusing -- but at the end of the day, why would I watch this when I could just play Carmageddon 1/2 instead?
On that note, why haven't we gotten Carmageddon: TDR 2000 yet?

trusteft: For the same reason that movies will never stop being made no matter how good games are/will become. Some times you don't want to do anything, just sit/lie down and absorb entertainment, passively. Also, what in that trailer made you think this is a big budget film?
And after watching it a second time, I'll actually come out and say that yeah, I'd actually go see it if I could round up a bunch of friends who'd be up for a silly gory action movie. I mean, hey, I love Malcolm McDowell. Oh, and was that John Lithgow in the white car?
And seriously: apart from "because reasons", is there any explanation for GOG not having Carmageddon: TDR 2000?

I have it on Steam, IIRC it's very buggy and has several problems with "modern" hardware and OS. It's probably not easy to fix all those bugs and make it run properly on current machines.

Nothing official from either side. I'd wager a guess that GOG is not interested in a game that its current owners (and developers of Carmageddon 1+2) consider it a pile of flaming poo. Yes, they released it on Steam, but only after putting various notices in the storepage such as: Overview

Yes, it's the game literally... SOME of you asked for! And so, in the spirit of "well, alright then, if you insist..." we present the third game in the Carmageddon series, in the knowledge that some of you Carma fans out there would like to have a complete Carmageddon collection in your Steam library. Nothing wrong with that.
