The Amazon version isn't discounted anymore, but that also has DRM, you have to activate it. And you'll still miss the Collector's Edition extras.
GG sells DA:O, but it's specific to the US, just like Manhunt 2 . But it can easily be done with a VPN, I've done it before. And on the product page it says "can be activated on Origin", which is to say you can get it there, but you get DRM-free from GG .

Origin key and also a direct download of the package. But I don't know which is a lesser evil steam or origin... And activating the DLCs is an another nightmare :(.

Well if you call activating @EA drm free, then yes. So not really. It doesn't require Origin to be running though.
