I have been doing it in Photoshop in the past but I find it much easier to do in Lightroom because it's less time consuming. If you use Lightroom I would recommend the LR/Mogrify 2 plugin, it's a lot better than the inbuilt one.
I would also recommend Lightroom for managing and editing photos in general, if you have never needed Photoshop until now then Lightroom should be enough. Adobe are moving to a only subscription model for their software so it can get expensive if you don't use them regularly. I think Lightroom is the only software Adobe has that they still sell as a standalone software.
