I feel similarly. Another concern is that you're purchasing the standard edition of the sequel which has no upgrade path to obtain the deluxe edition goodies without buying the game again.

I admit that I've missed it.
Newsletter offers are time-limited, so I'm afraid it's impossible.
I hope you will have more luck next time - this is not first time, when PoE:DE was at a such high discount and I'm sure this offer will back sooner or later :)

Not if you simply missed it. At best, staff might help if you weren't able to claim a discount due to a problem on GOG's side (server issues, etc.).

According to IsThereAnyDeal, the last time Pillars of Eternity Definitive Edition was discounted -85% was during the 2020 winter sale.
