We seem to be confusing undead with 'not having a life'.

I am not a zombie, nor am I a vampire, and I can assure you, I HAVE NO LIFE! :D

But if you have no life, I don't need to kill you.
Cactus also don't have a life in that sense, and I see no reason to simply kill them.

I could offer you a death certificate, provided that I cannot feel your pulse and that your breath does not cloud this mirror. Due to recent events, I have relaxed the requirement of "not moving around".

Perhaps not "recent events", as such, but more "the current situation". It seems the souls of the recently dead are not being separated from their bodies, for some reason, so they continue moving around rather than peacefully staying in their graves. Some say they have even started demanding rights more equal to those of the living.
