To your question: With real phimosis, yes.
I don't see any reason for a circumcision without though, religious reasons and trends are - as always - nuts.

The two weeks after mine were loaded with the worst pain of my whole life and it needed about a year to kill enough nerve ends to stop noticing the exposure with little sudden pains through normal clothing now and then, afterwards your fine, just a whole lot number in a certain area than before of course, which has up- and downsides.

lol, get real man. Don't let anyone convince you that being circumcised is better. Circumcised is unnatural, not the other way around. You lose a ton of nerves and feeling from that.
