Not sure what makes you think it will never be released, I've not seen even the slightest bit of evidence to back up a claim like that personally.

Rockstar's Agent seems to be missing in action.

The only thing I've seen of it is one logo released like four years ago, something about it being a spy game and some supposed screenshots by an artist who supposedly worked on it.

Years ago there was a game being developed called Loose Cannon. It was going to be sort of a GTA style game with RPG elements and a large, open city. Gamespot and others covered it a bit, then nothing. I think the studio working on it folded. Too bad. Game looked way ahead of its time for 1999.

The other one I remember waiting for was a TBS WWII game called Road to Moscow. RTM had been in development for a long time, then around 2001 or so the project lost funding and the devs all went their own ways. The closest thing there is to it now is the Decisive Campaigns series.
