Only way something like that would possibly be in any way be remotely fair, is if the victims of the bot-using gangstalkers, those victims who have literally every single one of their posts that they ever make "downvoted" by bots 100% regardless of the content of that their post actually says...they would need to:

1) have their rep fully restored by GOG to what it was before they first became targeted victims of the bot-using gangstalkers and also

2) GOG would have to also compensate the victims with "free rep" in an amount that is equivalent to the amount of rep that they otherwise would have earned during the same time period had they not ever been targeted by the gangstalking bot-users...since once a user becomes targeted, it becomes literally impossible for them to earn new rep at any point in time after they've been targeted.

3) GOG would have to remove all the rep "earned" through participation in "forum games" spam, as otherwise, that would be vastly unfair to users who instead earned their rep from making real legitimate actual substantive discussion posts.

Wouldn't be better to make it Sticky since you use it now for moderating the forum? I have never seen that topic before, just for making it more visible

At the same time -- as others have already stated -- if the report button can't easily be added to post headers, a stickied thread highlighting who to contact for reporting violations would be a good idea.

Are we though? I haven't looked, but perhaps they haven't removed the downvote option from the JS function the button is tied to (aka input validation). I guess we'll find out soon enough...

I have confirmed it is trivial to return by just using the inspect tool. JS/bots could easily script that element. This fixes nothing... It only is giving bots power than regular forumers don't have now. The problem wasn't PEOPLE mass-down-voting [or if it was an individual doing it manually, well... more power to them...], but reportedly scripts doing it.

And not that you can make it there, but that it still functions. Orkhepaj was 'low rated' earlier, and then that disappeared presumably from an upvote. So I figured was borderline. I edited one character using the browser inspect tool, and the post is now low-rated again.

EDIT: Unless they have a data guy on hand to dig in to see where downvotes still come from after hiding the button I guess. I did just try "mass downvoting" my own post (as just myself), and it didn't work. I never dug into this before and it would be improper to try anything else/further... But if it really was-is just someone calling the "downvote" function over and over and over again (even on their one account), that was a MAJOR design flaw!

While I agree with your point that GOG should have more intimate knowledge and control over their forum...

... I'm not with you on the thrust of your statement.

If a person consistently sidelines a thread, talk to moderation (that is in the TOS I believe). If a person continually breaks the TOS, report them. If you don't like what someone says or the content of their thread, either respond or simply ignore them (I do).

But "There are people who need to be downvoted and hidden away..." is IMHO kind of a frightening statement.

Thank you for the reply. The removal of the minus button is a big plus for the forum! Another step in the correct direction. Now we just need a 'report' button, as the OP suggested, since that will probably make things easier for you too.

Or the contrary if people will abuse it in way "I don't like what he said - report". There should be at least requirement to add reason of reporting like most websites do, but that likely to complicated to implement on this forum.

Well, it shouldn't be difficult. But then again, as someone observed, GOG probably doesn't really know their own, old forum software because the people who originally set up the forum haven't been working for GOG anymore in many years.
Hooray.

But now it means I now have to glare angrily at posts I vehemently disagree with, but do not wish to give the legitimacy of a reply.
Finally!

It was probably the most annoying and abused "feature" in last years. I'm really happy it's gone.

And I won't miss it, even a bit.
