I just verified for you with one of their more expensive games (Gary Grigsby's War in the East and both expansions). I use a third-party firewall (Zonealarm) that alerts and demands me ok all in-bound and out-bound network traffic. It
never once asked for internet access in the
entire install and subsequent running of the game (the main menu might need internet access if you click on one of the web-based links for the developer or forum site).
So, yes. End-to-end, requires
no internet access. As stated prior, it's an unlock code.
