As far as I am aware you cannot at the moment, another problem with drm'ing your saves. Get a USB drive, copy files there (or just install the game there if you can portabilize it). Then you can manage them like any other files, have zero reliance on third party access, and can backup etc. Without connection issues.
I think, usually, managing your save games ingame will also manage your cloud savegames, as long as you give it a chance to update the cloud (moment could differ per game). So basically, delete your savegames ingame, rather than just going to the folder and deleting most of them (I often do this because I save a lot)
Exactly what Pheace said. The Cloud Saves are meant to work transparently without extra effort. On the other hand, as Pheace said, that means managing save games in-game, and giving time for Internet traffic.

Stating the obvious: you have to start the game from within Galaxy in order for Galaxy's Cloud Save feature to work at all. And another obvious point: it must be a game that is supported by Galaxy for cloud saves.

(Games are gradually being added for each of Galaxy's features, apparently because the games weren't made with Galaxy in mind when they were made how ever many decades ago.)
I agree with the op that an interface that would allow the user to manage their savegames stored on cloud would have been great. It would have made GOG's cloud save system much superior to steam's. Unfortunately it appears that this is not something we can hope to see. GOG's now considers users as people who like automation without much control.

As a result at this moment I find no inclination to use Galaxy's cloud feature.
So managing your saves manually and offline seems to be preferable if you want to have control over them.

Btw I'm no expert. :p
And if you want official response, then for your information the staff do not necessarily read the forums. You can contact support if you want an official response. :)
And welcome to the forum david.
The problem is that transparency gets you only so far. I've exceeded the 1GB limit, then I've played for a longer while and now I've deleted most of old saves in order to get it working again.
What result does it yield? It appears to sum the old 1GB from the cloud with the new 400+MB on the hdd and refuses to sync because the sum, unsurprisingly, exceeds the limit.

Bottom line: cloud ORDERS me to delete the saves, but it doesn't give a way to do that.
