Though they are listed as being by XXv Productions, they are identified in-game as being by Darkling Room and the XXv Productions website redirects to Darkling Room. I believe they are one and the same and XXv is simply a name no longer in use.

Julian Gollop is a UK guy who lives in Bulgaria. They made games in the 80s like rebelstar raiders, laser squad and more recently chaos reborn and phoenix point. I'm guessing his team are mostly based in Eastern Europe but I always thought of his company as a british company.
