From the thread title, it looks like he wants a program that emulates the excruciatingly slow image loading times in the Dial-up days. ;)
Do you want it for social sites or in general?
IDM downloads multiple images but it works a bit too well as you will endup with too many garbage data

HTTrack track can do job too.

There are some online image grabber too.
You can use browser addons for it.

I think that's a program i've used to download a D20 SRD rulesets for offline use.

One problem though, is if the images are brought up and loaded via AJax or Javascript or something, then it might not be detected from the htm files.

But downloading all the pages and images, then deleting the unwanted htm files would do the job (probably)

If you head over to Udacity, they have a course on building a web crawler in Python, pretty simple, and that can be modified to grab all image tagged files.

already have Jdownloader which I use for downloading..... stuff in mass. But I needed a crawler that just downloaded images without me having to open stuff and right clicking!
