It's kind of weird but definitely a building game.

I second the suggestions of Children of the Nile and especially Emperor: Rise of the Middle Kingdom. Both are beautifully done and not overly focused on combat or pushing you too fast to complete goals to the detriment of enjoying laying out your city.

I would also urge you to take another look at Banished. I really enjoyed it and didn't find it stressful after the first learning build or two. With just a bit of consideration for future layout and working 'hubs' it can be both relaxing and yet interesting. Once you get a feel for it, it becomes fun to challenge yourself with the various achievements. Just don't build too many houses at once, or you'll cause divorces to start happening and end up without a whole generation of needed workers being born!
