The user FrodoBaggins know nothing about timezone and clock.
This person replied to me several times before, and the person is always wrong.

After re-check the countdown clock of 20191022_promo_launch_ai_war_2,
It is still wrong now.

We fixed this one but the promo page had a correct (longer) duration on the clock. Other promo pages have correct end dates at 2PM UTC on the day of their expiration.
