Sacred 2 is basically what you’re looking for, with the exception that it is more of an Action RPG instead of an RPG, with the focus being on character development, equipment, killing monsters and exploration.

Starkrun: I would also suggest looking into Dead Island, its very open world but you basically follow the quests and move.. side quests are of the GTA variety but the MQ never deviates.
Fenixp: Alternatively just go for Dying Light which is kinda better in every respect :-P Still one of my all time favorite zombie killing games
Arx Fatallis would also work in this regard!

Sorry, I stupidly didn't notice this had a second page until now.
- Morrowind has no choices?
- Dying light has a story and RPG-like stuff? (haven't played it but I thought it was mostly just an action/shooting game).
I've heard of most of the rest of it and played a lot (not really far into them though), but I didn't realize Bloodlines was like this. It's on my wishlist but it's a little expensive right now.

It has loads of choices. In fact it's impossible to do a playtrough in which you see the entire game.
It has a linear story with no choices to be made, you can explore every nook and cranny, and it's partly an action game, partly a survival game and has character progression (you gain levels and upgrade stuff, basically) I wouldn't call it an RPG per se, but it has character progression, it has loads of optional side quests, it's shockingly immersive and it's the best zombie game I've ever played.
