Yes, you indeed are confused. :P

When I said "for whatever reason", I meant "whatever the reason might be", be it someone ordering Steam to remove the game from his account because he is sick of it, making a hit-and-run refund, or Steam revoking a fraudulent key.

I'm actually down nearly 100 games after I discovered I could remove them from my account. I had a lot of junk from bundles. Still, they don't get permenantly removed. You can ask Steam to bring them back through an automated process.

gOg is allowed to remove games from your account for no reason or without giving warning. It is in the TOS.

I know that. As far as I have heard, it's a measure to:
a) prevent regrets
b) undo possible damage by an account hacker

At least you don't get to be embarrassed from having them on your game list anymore. (there's a hidden game tag for the library as well, but it's buggy. at least for me.)
