Do I understand right, they sold the in dev version of Startup Company on GOG, then pulled it from GOG, leave the buyers with an incomplete version of the game, just to sell the complete version elsewhere? Isn't that a fraud?

Buyers of Startup Company (Gog) could request Steam key from dev or refund from Gog.
