They can't. Not without Aspyr on board.

Pretty much, this. It's not GOG that doesn't want to add the new updates. But Aspyr declared that, at least for now, GOG won't receive the new updates.
You want an update that gives you cloud saves...on GOG? :P
Well, I have the GoG version and put the restored content mod to it and I`m fine with it. Who needs this update?

If you want widescreen support and added fixes you want it.

What if I would rather play in fullscreen? (Those black bars on the top and bottom of the screen are annoying and have been showing up in too many games.)

What if I would rather play with the original version bugs? (Sometimes "fixes" change the game in ways I don't like, and sometimes bugs are fun to play around with.)
This update-only-on-Steam thing MUST stop.

Um, widescreen doesn't have the black bars, that's the whole point. KotOR as it is now doesn't run in full screen on standard widescreen monitors, it either stretches the image or runs "pillarboxed" (black bars on the left and right). The patch adds in true widescreen support, in full screen resolution.

I'd like to know what bugs this patch fixed in an undesirable way, since really the only bugs fixed changed the way the game crashes, as in, it doesn't crash anymore.
Even worse, the Mac and Linux ports made by Aspyr are completely unavailable to GOG users. I'm not a Star Wars fan but it's a great RPG and I would buy it if those updates came here.
Would be nice if they gave KOTOR the same treatment!

I have a standard fullscreen monitor, and I get big black bars at the top and bottom of the screen on many games, including Lords of Xuliman and Freedom Planet. (Remember, not every monitor has ridiculously unbalanced proportions that are a pain for reading.)

My concern about bug fixes stems mainly from things like the Baldur's Gate 2 fixpack, which changes things like making certain spells not stack and doesn't provide a mechanism to pick and choose which fixes you want.

Aspyr has said they would like to do that (they already did much of the necessary work with the mobile port of the game), but they have no actual plans to do it any time soon.

That's not how true widescreen works. Actual widescreen support just adds the option for full screen resolutions that work on 4:3, 16:10 and 16:9 monitors. If you have games that do that differently, odds are you have your game configured wrong. Also, what world are you living in that doesn't have clear type and font scaling? Wide screen monitors, which are the standard, not the exception these days, are actually far easier to read than woefully outdated 4:3 monitors, if you bother to set them correctly (which all modern OSes do automatically now).

So you are concerned because a community mod changed things on a totally unrelated game in ways you didn't like? Therefore an official patch that actually fixes things should not be added to KotOR 2? That makes no sense whatsoever.

The problem of reading with widescreen isn't related to the font graphics, but rather to the fact that the eye has to keep moving back and forth on widescreen monitors. Also, I have no trouble reading text on my monitor (which is actually 5:4, by the way).

The thing with the fix concerns is related to past experiences. It is possible the fix only fixes game-breaking bugs (in other words, bugs that are likely to crash or softlock the game) and not things like abilities working too well, but I can't assume that an unknown (to me) patch for a game I have never played doesn't "fix" things it shouldn't.

Two examples of this I can think of: Wizardry 8's patch made pickpocketing almost useless, and a Daggerfall patch apparently reduced the weight a wagon could carry from 1,000 to 500.
