I'll admit I don't have 100% proof, but I saw someone from another forum point this out a couple weeks ago:
"The HB guys have said that the initial BTA price is set by the developers/publishers themselves from a fake purchase of 100 (I think...) bundles before the bundle becomes available for purchase. There's no way to have an "average" with zero bundle sales."
It's basically impossible for the BTA to not be rigged, I've refreshed the HB site for several bundles right when they went live, and they always have a certain amount of bundles sold.
IGS isn't quite as bad, they at least give you a minute or so before the BTA price goes up.
