Theoretically and technically, yes. It's a bad idea though, as IP addresses rarely are static. Turning off your internet connection for a short while likely gets you a new address (and you can just run a couple commands to get another one, depending on how your ISP is set up), and the one you previously had is free to get grabbed by another customer of the same ISP.

Oh they have. They can forum ban without affecting other aspects of the account. But I can't say I've seen any evidence of this apart from spammers and that one lunatic.

Sites that have done that have banned a lot of innocent people into the bargain. It's a 'nuke the site from orbit' option if ever there was one. Not one that GOG would use.

Sure, and there are loads of ways to get around an IP ban. The answer was not really intended to be for "is it possible to ban a user by IP address" but rather "is it possible to ban an IP address", which is not the same thing in any way. As usual, I scanned over the question, misread it, and replied to one with a completely different meaning.
