I just downloaded Witcher3's backup copy and tried to install it. Unfortunately, a message 'import folder failure' keeps popping up when I try to select folder with game's files through More -> Manage -> Import Folder -> Select -> GalaxyClient\Games\!Downloads\temp\the_witcher_3_wild_hunt_game option. What do I do wrong? I cannot start the exe.download file in \temp folder either as windows keeps asking for best application to open it. How do you install from backup copy?

If your backup copy is still called exe.download, then it's not fully downloaded. The backup copy should be 8 files, totaling about 27GB.
Once all 8 files are downloaded, then run the exe one to install it, and once it's finished installing, launch Galaxy again.

Download status is marked as completed. I have all the files, ~27 gb. What do i do know? Rename exe file perhaps?

You can't import installer, you have to install game first.
Since it's a new installer version, Galaxy should add the game automatically after installing.

Do try that. You should have 1 exe file and 7 .bin files. If any still have the .download extension, remove it before running the executable.
Be aware however that when Galaxy downloads the files, it preallocates them and fills them with null characters, so the size would be the same even if it hadn't downloaded anything yet.
If renaming and running doesn't work, I'd suggest redownloading, and Galaxy should pick up where it left.
