I agree with OP.

1. No consequences for bad behaviour, which enables other people to disregard rules and make alts when GOG staff don't do anything about it.

2. Subject user's giveaways are a form of community bribery. Yeah, you can get away with breaking the rules as long as you give away $20-40 USD worth of games every month.

There are legitimate reasons why he's getting banned and moderation keeps failing to address this. I'd be surprised if anything gets done, though.
