You can dualboot Vista with Linux.
Install PlayOnLinux on Linux, and pull the Wine Staging. Enjoy your games.
For Dosbox, there is a good DBGL (DosBox Game Launcher) which also works in Windows.

If you do not want to run Bare metal, you can install Linux in a virtual machine (with PlayOnLinux) and then provide VGA Passthrough (direct hardware access), so that it runs at near bare metal speed.
Linux support is better than Windows 98, because you will have real issue with drivers; and Wine in Linux supports nearly everything from Windows 98 API-wise.

OP has problem and was offered a correct nice solution. If OP is uncapable to implement the solution, then he/she should hire someone to do it.
