I can spend this money, but I replenished my account for a certain game. And since I have the main game on Epic Games, I can't buy the Phantom Liberty expansion without buying the main game.
I thought that Gog is a company owned by CD Project Red and it would be enough to buy an add-on here, since it is impossible to buy in Epic Games.

Maybe the add-on will appear when it's released on gog as it says soon and then it will be on EG.

All of the online stores don't allow cross buy a game, they want that you have it on a single store and can't buy add-ons of a different store if you don't own the original there.

From FAQ on Support pages:
"You may request a refund for GOG Wallet funds within 30 (thirty) days of purchase if they were purchased on GOG and if you have not used any of those funds,"

So if you applied for a refund within that time frame, it shouldn't matter if Support is late to respond to your request. Assuming they reply to tickets opened by users from Russia.

That seems to be normal. I have refund links below purchased games in my order history,
but not below wallet funds.

My advice would be to send an email to: support(at)gog.com

As others have said, it is possible to refund unused GOG wallet credit. Contact GOG support with the details.
