Damn, I played that game too. I don't recall the snowmobile, but I definitely recall the winter setting and the submarine. If its what I'm thinking of, still escapes me but I seem to recall having to worry about dogs in the snowy areas who would catch your scent at a decent range and expose you if you weren't careful.

Omg, I was 100% sure it was Gorky 02 ( Or Soldier Elite, that's also the name for it in some regions ). It's in TPP, has male character that infiltrates facility in the snowy place, finds laboratories underground infested with mutants and the final boss is on a submarine. Oh and there's a snowmobile sequence with timer ... xD
