Bear in mind, automatic CPU overclocking is so easy with PBO, that you might be able to save some money by buying the non X version and just changing the limits in BIOS. Unlike the RAM overclocking, I've only heard good things about PBO.

Somehow I suspect someone, who is even considering a Ryzen 2000 series processor and a low mid-tier graphics card from last generation, is not in a financial position to buy or build an AMD 7800X3D or Intel 13700K based system. If OP is willing to share come kind of budget and even location we could help better.

I think I will sell my current processor and buy a better one then sell the old. I doubt I can get more than €60 tops. That one would handily beat the 2700X in games and even the 5500 by a hair or possibly more if you could use the PCIe 4.0 support.

Given your selection of CPU and MB, I'd suspect that you are on a budget build. Therefore, my questions are;

1) How much are you willing to spend?
2) What is the local cost of the hardware parts?

1, max $1500 / €1376.27 ( with taxes , postage fees ) Fck that's more than half a million in my loca currency ( hungarian forint ) I need a brand new system , so i need to buy all new parts ( caes , psu , cpu cooler )

Not knowing prices in Hungary, I just quickly put together something that could serve as a starting point. All except CPU in stock now in my store, and CPU should be available in a week..

There's some headroom (e.g. for thermal paste, case fans; I did not check whether the fractal design includes any; you can also find smaller & cheaper cases). You could reuse your old case and save some.

Everything is "current gen" except for the GPU, which is last gen but still OK value.

Afaict no. In any case I was just trying to get a baseline of what 1500 eur should be able to buy in Europe; it should be enough for a pretty decent gaming PC with more or less current parts! Unless the prices are way different over there, I imagine you should be able to come up with a similar setup for a similar price in some Hungarian shop?

I'd imagine there are stores that do ship internationally too but I never bothered myself. Sounds like it'd be a pain in case you need returns / support. If I needed to do that for some reason though, I'd probably try Germany or Latvia/Lithuania/Estonia.

EDIT: Sorry I just noticed you said $1500.. anyway, the price in EUR isn't too far off and you could definitely shave some off of it. The main point was that you probably needn't go for parts that are three generations old and even then budget category. :-)

OS and monitor missing, but I guess these were not needed anyway? Again you'd need to double check if you want case fans, thermal paste (sorry can't remember whether the noctua includes any, although I suppose it might!).. get a cheaper case if you like. I only pick fractal design because they are actually good, at least their no-nonsense cases, such as the define series :) That is a huge case though. Which may be a pro or con for you. EDIT: The define 7 should include three case fans, so you needn't add any unless you want all the spinning things to be Noctua :P

Also that is a big CPU cooler. It wouldn't hurt to double check that the ram is not too tall but I don't think that's a common issue especially with the cheaper RAM. You can get a cheaper & smaller cooler if you don't mind extra noise or worse thermal perf.. again just showing that this money can buy the Good stuff.

If second-hand hardware is an option, you could try taking a look at local or online marketplaces for AM4 deals as there might be many people wanting to upgrade to AM5 and attempting to sell their not-so-old hardware for a bargain. An eight-core CPU is a good choice, but go for a Ryzen 3000 or 5000 processor rather than with the 2000 series (you'll get more bang for your buck that way!).

Paying €110 for a CPU cooler is overkill unless you buy something like a Core i9-13900K and plan to load it down more heavily than you can do with mere gaming. I have myself set my sight on a €40 coming model.

AMD's RX 6600 (non-XT) is the cheapest GPU worth buying new in my opinion with the prices we have in Finland, if you can afford it. Last I checked it cost €215 tax and P&P included. Only good for 1080p but not really raytracing. Not sure if good performance for your money.
