Nope GoG.com - I just won`t buy Fallout + Pt.2 from that new publisher... but just because I got the old package ;)

(Still: I wondered why the "Games you do not own" list contained Fallout. Would be nice if the old package blocks the new one though)

Gog version isn't any newer than Steam version, or most of the physical releases, it's pretty old game and it has been "stable" for a very long time. Straight answer, I didn't notice any problems with any of the mods I tried. If anything, they now work better then I remember from when I played last time. Not because changes in Morrowind itself, but some mods are still being maintained and improved, and mod support tools improve too. And there is MCP now, and MGX, and MGSO, and they all work fine with GoG version.
I usually just obsessively collect the freebies and don’t actually try them, but Bio Menace is a blast. Happy holidays.

Is Quake 3 completely online only? It's affordable but I have no intention of playing any gog game online.

There is kind of single player mode, but in fact that's just multi with bots on the same arenas. Nothing like previous game.
