Yes to the first question. Close to the second one. The game i mean is indeed part of the Europa Universalis series. The game is not on GOG.

Just a quick question to make it clear: does your description fits to one and only one EU game? Or in other words: do we have enough clues to determine it or do you expect us to shoot blindly until we find it? Because if the latter then I think you should accept the answer of the first person who said EU. But that's just my personal opinion of course :)

I can't really guess because I'm not a fan of EU games.

You're right. I didn't think that one completely through. I was talking about Europa Universalis IV and i had the impression that the situation i described is only possible in that game. But due to being a series of games they are quite similar :).
