Actually, such a thing wouldn't be too hard to do. I assume the login cookies are stored in a DBMS system. Limit the amount of cookies per IP to about 5. It could run the check after time a cookie is created for that IP. Meanwhile, to ensure everything goes well, clear the cookies and make everyone login again. You could schedule it for a certain day so everyone and their gogrepo scripts and such can all be ready and prepared for having to login again.
Also, have some sort of purchase requirement for any account older than so many days. If an account is 2 years old, there's no actual purchases on it, and all it does is come in and downvote and report posts, you know it's an alt.
Both measures would greatly hinder this whole thing. Also check how many accounts are registered per 1 email. Make them have a bunch of different and valid emails, too. The more of a pain in the bottom it is, the more petty they have to b to commit to it, which further justifies banning when caught.
But, no, i use the word "magic" in irony. I'm an assembly coder, i don't believe in real magic in machines.

There was already a lot of discussion in this thread about moderation and such, some I agree some I disagree with but personally what I expect from moderation is as always :
That the moderator(s) try to remain as neutral as possible, that they judge based on the rules and facts and don't let their own personal opinions (be it political or otherwise) color their decision.
Also to have clear rules of what constitute "hate speech" , harassment & co... it's 100% fine that abuse is punished, but things have to be clear and not depends of the moderator mood of the day or whenever he/she agree/don't agree with the poster opinions.
Those two things seems like common sense for me but in today current climate it sadly often more the exception rather than the rule...
Also something important IMHO is the moderator is able to keep his/her cool; it's possibly the hardest as it's a job that will definitely test your patience (if not you faith in humanity), but IMHO there is nothing worse than a moderator that starts lashing out, make snarky remarks or ban left or right because he or she had a bad day.
So in short...
tl;dr While I think that moderation is a good thing I would hate for this forum to turn into a monstrosity like a certain other gaming forum whose name starts with "Res..." and ends with "...era" :)
