As far as I can deduct, there is a huge table somewhere with at least 25 colums (the number of regions that MaGog has identified so far) and 1400+ rows (one per game) for determining the full price of each game in each region. For regions where one can buy using the local currency (EUR, RUB, GBP, AUD), the price (if regional) is in the local currency and every now and then (once or twice a month) GOG updates (and publishes) the conversion rate from the local currency to USD. For other regions and for games that are not regionally-priced in a specific region, the price is in USD.

Beyond that, there are formulae for applying sale discounts (e.g. 66% off for Elven Legacy), which should theoretically be identical for all regions, but are not (as seen in my previous post), possibly related to rounding, often resulting in small differences (usually up to 10 cents).

Thing is that the discount wasn't that extraordinary in percentage terms. RU has a mean discount of 70.8% according to MaGOG. $13.49 means a discount of 77.5% from $59.99. Higher, yes, but in that ballpark. Now, at a 57.2% discount, it's actually a fair bit farther from the "norm", in the other direction.

The three main ways the price changes that I'm aware of are:

1) The publisher lowers the price of the game, in which case it should presumably be a lower price for everyone worldwide.

2) The exchange rate changes between the USD and a particular country's local currency supported by GOG enough to cause GOG to adjust the prices up or down to account for the exchange rate change.

3) A price was incorrect for some reason and they've been informed of it or discovered the problem and go ahead and correct it. This could be a problem with the global pricing or a specific currency, and probably caused due to human error.
