I recently purchased the System Shock rerelease. Downloaded it fine but the setup file simply doesn't load, even when run as an administrator or on startup. I'm wondering if this is a recurring problem with the format?

I'm on Windows Vista with Service Pack 2 but I didn't used to have this issue beforehand. Are there programs known for interfering with these things?

Do you mean "System Shock: Enhanced Edition"? On the store page it says: Works on: Windows (7, 8, 10).
Have you checked your task manager to see if it's actually running in the background? Might be your virus scanner causing a delay.

At this point I can't even get the setup file to load, which probably should run regardless of what advised OS they recommend.

Yes, I've sat on it and given it time but it's not showing in the task manager either.
You could try disabling DEP, although if you've never before had an issue with that and GOG installers it shouldn't affect this one.

Move off Vista, either to 7 or downgrade to XP. Vista is widely regarded as one of the worse OS to ever be conceived and the fact that the webpage shows its not a support OS should be clue enough.

Try restarting your PC and see if it works. Alternatively, you might want to redownload the installer as it might have gotten corrupted.
