Pheace: To be fair, it's quite possible the developer/publisher decided prices are the same on both GOG and Steam, but Steam's prices are fixed, whereas GOG's prices change with the exchange rates.
According to MaGog, on GOG, Turkey is in the Rest of the World region, for which the prices equal US prices except in the case of Sheltered. On Steam on the other hand, Turkey is in their separate region (with Turkish lira support, but the Turkish lira has been fluctuating within 3% of the mean for a year, so these fluctuations cannot account for a price difference of $10 for a $60 game). So yes, GOG did in fact decide the price of the game in Turkey, by not implementing Turkey as a separate region. So the OP is quite right to complain.
