I disagree. In addition to what adaliabooks said, there's a lot more to Mafia, even with no PRs, if not more in that case as there are no Night-actions results other than the mafia factional kill.
Regarding PRs, setups are (ideally) balanced, but in either case there are other factors for both alignments, like what player (experienced or not) has got what role, what decisions they make and when, how long they survive to give results, how convincing they are, etc.
JoeSapphire's setup reads like a role-madness game, which isn't exactly a "typical" game/setup for a newcomer to get a sense of Mafia.

gogtrial34987: #46: Henchmen Hijinks was the last one, back in March 2017. That had a pretty interesting gimmick to get D1 going, and daychat for mafia, but otherwise only vanilla roles.
That one was great fun, I'd be very much for playing another iteration.
