Microfish_1: a "FOS" is a "Finger of suspicion" it's not a vote, just a "very strong indication and/or committment that I find X really really scummy and ma about to vote X"
In my experience 'FOS' means "I want to appear scum hunting, while not committing myself to an actual vote"
So in my perception someone using FOS is really saying 'look at me, I'm Scum!" ;-)
