I'll make a hypothesis:
Joe is Town OR Commuter is a safe-claim given by Pooka.
The safe claim might explain premature claiming. Like trent did in the only safe-claim game I saw.
True. I didn't consider that there might be safe-claims. Closed setups are so confusing! But, concerning your next post, I've never heard of a Mafia-Commuter. It's probably possible and has some utility for Scum and some decision challenge (NK or commute), but it would confuse things even more.
JoeSapphire: Please, if I were mafia and Pooka told me to be safe-claim commuter you can be sure I would not be claiming commuter.

Understandable. Town-Commuter might want to keep scum in the dark about how many shots are left and scum fake-communter might want to make up as little info as he can, to minimize the risk at being caught at a lie. However, the motive not to claim too much is stronger for scum-fake-commuter. For a Town Commuter, stating whether he used a shot doesn't reveal how many are left, as long as he doesn't tell how many in total he has. But a scum-fake-commuter runs the risk of having been targeted and being caught, if he claims to have used the power.
Hmm, after this discussion with you and the others before, I begin to doubt my assessment that scum-Joe would have claimed to have used a commute shot. There would be the consideration for him what weighs more: implying to have been the one who was targeted? Or risking to be found out when he claims to have been untargetable, because he did nothing and actually was targeted by someone without knowing it.
