Feallan: Did you try simply reinstalling? It often fixes DLL errors.
Whatever you do, don't use sites offerint DLL files for direct download. Those files contain code that can be executed and not much is stopping people from uploading viruses that pose as a legit DLL library.
Brothan: Yes tried reinstalling, tried repairing C++, nothing.
Contacting support does nothing.
This is my only option.

I'm surprised you're getting this error at all. Libgcc is a Linux library and the file which Galaxy says is missing generally seems to be using only in Windows ports of Linux programs, which Galaxy is not (?).
I searched my computer for this file and it is ONLY present in C:\Program Files\GIMP 2\32\bin. Not in system32, not the Galaxy folder.
The version of GIMP I have installed is GIMP 2.8.14 (windows 64 bit). What you can try doing is installing this version (or any newer, assuming they contain this file) and then copying the file you're missing to the folder when your GOG Galaxy .exe is present, or if it doesn't help, C:\Windows\system32. This way is more hassle, but much safer than downloading just a random .dll from internet.
If this works, this is a band-aid solution, as this problem shouldn't be present at all, but you can try.
