EDIT: I know there are a couple of people with some Texas credentials here. When I think of weed and garbage strewn alleys near arenas, I always think of the Sportatorium in Dallas. Man, that place was incredibly sketchy. I saw a Beastie Boys concert there in about 19and93.

"Although it had a reputation for being uncomfortable and unsanitary (having inadequate heating and cooling facilities, rodent infestation problems and apparently a large chamber or pit in the foundation), the Dallas Sportatorium is nonetheless still remembered fondly for its intimate atmosphere, and is considered one of pro wrestling's most legendary venues."

It means that Mafia has equal numbers to town. For this set-up this wording makes sense, because there is no way that Mafia can ever outnumber Town outright.

I think that picture is the state of the venue right before it got torn down. Not far off from it's heyday though! :)

Born and raised in Texas :-)
Although I have never been to the Sportatirium I can only imagine how bad it was.
