Probably the plans are that there are no (long-term) plans.
Connect is meant to entice Steam-only users to create a GOG account. Its "raison d’être" (like the Belgians say) is not to make GOG/Steam-users buy (or "kaufen", like the Switzerlandians say) more Steam games, thinking "I guess I will later get also the GOG version for free through GOG Connect".
Since you (and me) already have a GOG account, we aren't really the target audience of GOG Connect, even if we might occasionally benefit from it. I don't since I haven't bought new Steam games for ages, even from Humble Bundle. I have obtained a couple of free GOG games through it in the distant past, a couple of Steam games I had obtained in Humble Bundles.
