But, correct me if I'm wrong, but you still need Steam client to install a game. Or is there any way to get an offline installer somehow?

You don't need THE Steam client, but you still need something to get the games, of course. The best alternative is steamCMD. You can get all the info you need in that link, but we discussed about it not long ago in the Steam games you can play without the Steam client thread (post 845 and onwards).
