Different publisher. You have to remember that EA operate as several independent regional groups. EA US only allow their games to be sold in NA, while EA UK allow most to be sold worldwide.

More - like 20 more - Steam achievements (Steam only), cloud support (Steam only) and a zombie avatar maker. Actually cloud support is cool.

If you have the normal version you can get a free upgrade to the GOTY version... no need to buy it. Also the game has always been $10 on Steam (aside from sales when it has been even lower).

I doubt that you can activate the non Steam version on Steam, but worth a try.
Checking... I guessed right. You have to buy it on Steam if you want cloud and achievements.

Oh, ya, sorry, didn't understand you wanted to activate it on Steam. I think, however, the achievements were added independent of Steam across all platforms. Could be wrong, though.

You are right. The achievment were added in all versions, including the one directly from PopCap.
