Actually, it'd be you who pays the fee. Japanese PayPal accounts are no longer able to pay that fee, nor can we use the gift option avoid the fee altogether.
So either way, I think it'll cost me around $5.99. (Although to be honest I don't recall how much the fee is that PayPal apply as that information is no longer shown to me when sending money). mendokuseh as we'd say.

As soon as Valve get wind of such a transaction, they account goes bye bye. Permanently. Even if you don't play the games anymore, you're best of just hanging onto the account.

I think it's more that they don't want to get in trouble with Valve. :P
