Live is horrible when it comes to regions. The language shown to you will differ depending on the game or whether you're using the standalone client. IIRC, the client (which I haven't used for a while) will display information according to the language of the region you set, but buttons and menus are based on the language of your OS.
Games however, will either display in English or Japanese and I still haven't worked out exactly how it decides. For example, FUEL displays in English, whereas Red faction: Guerrilla will display everything in Japanese. I use a live account with the location set to the UK for playing games just in case I ever return to the UK for an extended period.
I also have a Japanese account, but no games registered to it.

Worked for me. Came out to $7.66 in American dollars, still a great deal since I was curious about DOW2 but didn't want to buy it full price because of what I heard. Question though, there is another serial key in the email I got labeled 'bonus' and it doesn't work on Steam. Might be something I type in in-game.

Bonus DLC. Stuff like paintjobs and wargear for SP.
Apparently the latest DoW2 patch activates the wargear and paintjobs for everyone, so the DLC just makes you start the campaign with it. As it should be :p

Worth 8 dollars? Hell yes. Last Stand alone is worth 8 dollars.
And, if we had to compare it to a previous Relic game, it would be like Tales of Valor (second expansion for CoH). You control a few squads in combat, and focus heavily on them.
Honestly, I view it more like a sequel to Chaos Gate. So think (the tactical part of) XCOM, Silent Storm, etc. Just real-time.
I love DoW2, its my go-to game for quick, dirty rts battles. Though many people complain that its not as good as CoH, i just think its different, but in a good way. The singleplayer is pretty fun too, especially if you like loot-collecting rpgs like Diablo. And unlike the upcoming Starcraft 2, the battle animations are awesome and actually necessary to watch.
Also, Tales of Valour isn't a previous Relic game, it was released after DoW2. I believe they based it on the early CoH missions where you only control a couple squads.

Tales of Valor feels like World in Conflict set in WWII. I don't really think it compares to DOW2 in any way in that they're so different.
