GFWL is heavily region restricted. Meaning that many, many countries (and clearly you're affected by this) cannot run ANY GFWL games.

It might be the case that Steam has enough clout to put MS in their place and make sure that you can play the games you buy.

grviper: A dead tree magazine I have on hand reports half a dozen combat moves at best, QTE in fights, invisible wall-ed hallways level design, animation glitches and cheap "painted wall" backgrounds.
Its also a fun indie hacknwhack game. ^^ Just wait for a proper discount, its been 2.5 $/€ in the last few Steam sales.

I think i will buy the Neverwinter Nights bundle , Morrowind and Oblivion instead of Skyrim .
It happened to me in Oblivion lol... not played morrowind that much, as I found Oblivion beautiful and morrowind.... well.... brown.... & grey! Mustn't forget the grey. First Neverwinter Nights is enjoyable but remember that you can only have 1 companion+your main character rather than a full customizable party (in 2 you get a full customizable party, though not straight away). I do like your choice though, by the time you get through that little lot, Skyrim will be even cheaper and hopefully some of the more prevalent bugs will have been wiped out in patches.

Really it did, it was way too long and monotonous for its own good, 40 hours of gameplay for a game that had maybe 6-8 hours of interesting content.

So what's the deal with these amazon prices? Are they for Steam codes? And can anyone buy them? Or is it regionally restricted stuff?

Amazon is trying to outcompete Steam and doing a pretty good job. Some downloads are for Steam codes, if you click on the product and just do a text search for "Steam" it'll show up under the requirements "This product requires Steam to play" or something similar. A lot of titles have no such requirement, however. A lot require SecuROM activation or registration for Origin in a few cases (especially to get the DLC for so called Complete or GOTY editions).

They're actually Seattle based, at least for me they change deals between 0:00 and 0:05 pacific time.
