It's a steamworks game. You can buy it anywhere you want, it will require Steam.

I bought Bastion from GG when it had the 50% sale a while ago. This version do not require steam.

Bastion on GG is DRM free. So there is actually no serial that you would be able to even try to activate on Steam. I actually got it when I saw the deal.

If you want to know, if a game uses Steamworks = needs Steam, you can check this list

This is the official list and thus it's better. Also you can observe that not every Steamworks game is Steam only.

Really, I've always thought Steamworks means it requires Steam to run. And I think he tries to avoid Steam, and the list you posted only list games that can be redeemed, but aren't exclusive (Mount & Blade, e.g.)
