You are wrong. You cannot tell which key has been activated legitimately and which not. They are all from the same database, they are all from AMD so Steam has no way of telling which is which without contacting each user who activated the game during last 4 days and asking for a receipt/mail/confirmation/etc.

And the users were at no point asked to keep that, so many could easily argue they threw the receipts/vouchers away.

Actually it's pretty easy "We regret that all keys from the AMD promotion have been removed please visit the AMD site and re-enter your pass code to get a new code" The keys were leaked the AMD codes that were provided in the cards boxes weren't

I was given a US key from a friend from France because he couldn't activate it -- It was region locked. I couldn't activate it either, so I had to give it to a friend in the US who could actually use it.

My friend in France had used a proxy to go around the regional restriction the store had, and it is widely known US versions of Civ V are locked to the US. It is always possible that store is selling an international key, my post was meant to warn people from going around possible region locks to get the game.

It depends. If you bought a piece of hardware and it included a free copy of the game as an additional item in your basket (like Newegg does), then you can use that as proof of purchase.

But if people were stupid enough to delete their email copy of the invoice, or threw out the physical invoices? Then it's their own goddamn fault.
