I think what he meant to say was that he believes it is a steamworks game, not that he believes it'd have the obligation to be one... Like when someone says:

"This cake was baked by your grandmother, it should be good!"

They mean that they believe the cake will be good (based on who baked it), not that it must be good :P

It's that time of the year again. Football Manager 2012 Pre-order on Shop.to Download. £19.85 I pre-ordered Deus Ex: HR from them with no issue and I am EU. Trying to find out what DRM they have on it. I suspect it's Steamworks.

What on earth are you talking about? Shop.to is a legitamate retailer that has been selling games online for all platforms for years. They have only recently started selling download but that does not make them a cd keyseller. For one thing they are an AUTHORIZED seller.

My understanding is that when you bought Dues Ex from this site you got a code. You then entered this code into Steam to get the actual game. Am I incorrect?
