Best voice acting / dialogues: The Last of Us. Hands down.
It's what elevated a very good, but not outstanding game (game mechanics wise) into undisputed Game of the Year / Game of the Console Generation territory.

The Witcher 3 has probably some of the best voice acting I've ever heard in a game to date.

ArmA Cold War Assault, and ArmA Gold have bad voice acting but are great games, not sure about ArmA 2 and 3.

The latter two games are no longer available on GOG however thanks to Gamespy's death.

KOTOR. Jennifer Hale did an amazing job as the voice of Bastila Shan and HK-47 was amazing.

Mass Effect trilogy, femshep. 'nuff said. Among the best, if not the best voice acting I've had the pleasure of hearing.

I'm surprised isn't listed yet. That game has some of the most hilariously bad "[url=https://www.youtube.com/watch?v=hxe8JRLYHy8]voice acting" I've ever heard! It's better just to mute all of the conversations. But the gameplay is still pretty good.

The same game for both good and bad: Tropico has amazing quotes in portuguese and spanish, but the fun vanishes when in english.
