Don't forget the original Wasteland (as well as Dragon Wars).
Tales of Maj'Eyal has not been mentioned. That game is HUGE with character creation+development. There are multiple builds you can make with a single character right from the beginning, and then that expands from there as your character grows. AND then there are classes to unlock as you play. It's one of the few games I've created multiple characters in without having finished the game with my first character first; just to play with their different character creations+level-up building them and have fun with different classes/skills/abilities. And the classes and playstyles vary GREATLY. I know all these classic RPGs mentioned allow for a lot of role-playing depth and you can create different character builds to suit your tastes and different playstyles, but none of them that I've played pull off having such a completely different feeling of playstyle for some characters than ToME. They can vary so much it feels like you're almost playing a different game. It's also turn-based, very tactical (though I wouldn't call it a game of tactics like JA), and kind of one of those games that might never get finished playing for me because there is so much to do in it character-development wise.
